No, it does not rjhenn, but very little is refined and exported and most of that is product other than gasoline.

I would expect because there is no where near enough refinery capacity "up north" Honda0105. That and current export law does not allow crude exports without presidential approval.

teen: if it weren't destined (mostly) for export why put a pipeline all the way to the Gulf Coast when there are facilities in the northern tiers of the US, i.e. much closer to the tar sands.

The State Department is involved because the pipeline will cross the US/Canada border.
And the pipeline isn't being built to benefit the US or to lower US gas prices. It's being built to get Canadian crude to the Gulf Coast where it, or the products refined from it, can more easily be exported.

U.S. State Department delays Keystone decision and why do they have to say anything about the Keystone XL pipeline decision? Big Oil will build the pipeline and do not care what anybody else says about it! It's all about their potential profits to be had from selling fuel to other countries at the expense of the domestic fuel market, the US bad economy and the population of this country. Big Oil and Big Gas sells fuel and natural gas on the world market for higher prices. The Keystone XL pipeline is to process crude oil into fuel at the gulf coast refineries and export that fuel to countries that will pay more for it. The US will Not see cheaper fuel prices! Big Oil will build the oil pipeline, no matter what Sneeky or D.C. Says. The US ‘oil and natural gas resources’ belong to the citizens of this country and are to be used by those same citizens! These resources are Not to be exported without taking care of the domestic market first.Speculators, manipulators and the banks continue to unfairly and unjustly make the driving public pay higher prices at the pump for their personal greedy benefit. The price at the pump needs to go down to $2/gallon - *$3, *$3.50/gallon or *$4.00 is Not the new low! As more and more vehicles are converted to natural gas the price of natural gas will go up and up, natural gas will Not have a very reasonable price for very long. More Refineries are Not the answer, Stop exporting fuel is! Whatever the size or shape of the vehicle, vehicle manufactures Produce and the population ‘Drives’ vehicles with high MPG, are very safe, reliable, have a ‘reasonable’ cost and a good ‘value’ for the money. The price of fuel at the pump is too high! XII/XXII/MMXII! - The Day After......

Excellent. Keep that national security & environmental nightmare from being built! TransCanada made $369 million dollars in NET PROFIT during the most recent quarter. That's $4.1 million dollars a day in profits. Why should we allow them to gouge a big scar right down the face of our Country just so they can transport their oil to the Gulf of Mexico (for sale to other countries) is beyond me. We’ll have to guard it and clean up the mess when it leaks. And all for the privilege of siphoning off a little filthy tar sands oil along the way? So not worth it.
